Job Summary:
Supervise general ledger account reconciliation for all payroll tax accounts and payroll deduction accounts, such as, Savings Bonds, Garnishments, United Way, and Union Dues.; ensuring account reconciliations are completed timely each month
Essential Duties & Responsibilities include:
- Directly supervises 2-3 employees. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Coordinates journal entry efforts for all locations included in centralized payroll processing.
- Monitor the Federal, State and Local taxes and generations of the journal entry to record payments. Responsible for reviewing and approving periodic journal entries for taxes withheld and paid.
- Responsible for all periodic, quarterly and year end tax reporting. Interfaces with Tax Service who performs payments of taxes
- Responsible for monthly reconciliation of over 170 general ledger payroll tax and deductions accounts.
- Monitor the Federal, State and Local taxes and generation of the journal entry to record payments.
- Establish tax accounts with new cities and states, as required.
- Develop and maintain policies and procedures for accounting staff, performing ongoing review of policies and procedures to ensure adequate internal controls.
- Responsible for ensuring accuracy and timely submittal of interfaces for 401K, and flexible spending
- Obtain and maintain a good working knowledge and understanding of established methods and
procedures to be used in the operations of payroll through the HRIS system.
- Prepare special reports as required to aid in daily processing or problem solving, and follows through with corrective action as necessary.
- Maintain control over and develops new procedures for all Shared Service payroll journal entry functions
- Responsible for coordinating the set-up and maintenance of the Enterprise One (JDE) payroll system with the Corporate IT department (e.g. software updates, set up changes, process changes, etc.)
- Assist others, both within and outside the department, with the provision of timely answers to payroll journal entry related questions.
- Supervise timely review of quarterly reports for responsible companies to assure the accuracy of the year-end W-2’s.
- Oversee the resolution of all Harsco Corporation payroll tax inquires, correspondence and disputes from all local, state and federal tax authorities regarding payroll issues.
- Annually review the payroll journal entry procedures and ICQ. Assumes an active role in maintaining adherence to all policies and procedures.
- Adhere to the Company’s Code of Conduct and Business Ethics standards.
- Assist in payroll implementations including setting up AAI’s and testing
Basic Qualifications:
Bachelor’s Degree in Accounting or related business discipline and at least 3 years payroll experience. In lieu of a degree, CPP certification and at least 11 years of experience in payroll/accounting combination including general ledger account reconciliations and income tax filing is required.
Preferred Qualifications:
Previous supervisory experience
Willingness and ability to work with detail.
Must be system oriented and have worked in an automated integrated payroll
Proficiency in Microsoft Excel, Outlook and Word. Familiarity with accounting and payroll software
Excellent written and verbal communication skills and the ability to work well with all levels of employees (including management). Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
Effective planning, organizational skills, originality and flexibility in setting up, maintaining, and controlling rigid deadlines and schedules.
Strong Mathematical skills; ability to calculate figures used routinely
Knowledge of related financial areas (tax, general ledger, treasury, etc.) within the company and should be aware of the impact that changes and/or problems in the payroll cycle will have on those areas.
Knowledge of federal, state and local governmental payroll tax regulations in a multi-state environment. Ability to interpret state tax law manuals
Proficient knowledge of general ledger reconciliation process and correcting journal entries.

Key Responsibilities of this position include:
- Supervises the processing of payroll data

- Ensures payroll records are updated and reports on matters of interest

QUALIFICATIONS:
- Bachelor's degree in accounting, finance, or a related discipline with seven years payroll experience OR high school diploma with eleven years progressive business experience in the payroll field required
- Previous supervisory experience in a payroll dept. required
- Must have a working knowledge of business applications, accounting and financial analysis
- Demonstrates the ability to process and review payroll and travel expense transactions and compile the information into a meaningful format for management review
- Strong business and accounting acumen
- Demonstrated ability to work independently and apply good judgment, excellent complex problem solving, analytical and organizational skills, project management experience, relationship management and communication skills (both written and oral), with the ability to effectively interact with all levels
- Demonstrate an advanced competency with Excel. Must be proficient in Microsoft Office.
- Previous experience with payroll and/or accounts payable in an international organization is preferred
- CPA, MBA or Certified Payroll Professional (CPP) desired
- SAP experience strongly preferred
